As far as I can tell, the purpose of the multicast group grouping the lowest 24bits is not to put each endpoint into its own multicast group, but only to break it up into smaller and more manageable traffic bursts in order to avoid the multi-megabit ARP storms that can happen on truely huge networks. Either way, we are talking about a potential of 26 hosts reponding to ND requests. The only problem I see is that somebody following a CoPP guide that put the ND policing limit at too low of a limit is saying that he is getting more ND traffic than his CoPP guide suggests. You shouldn't be grouping neighbor discovery in the same rate limits as other type of icmpv6. If someone starts pinging your router at a high rate or if there is a routing loop that generates a bunch of time exceeded messages it will cause your neighbor discovery to fail and will be unable to reach your peers. The multiple NS is expected - as we all have the last 2 hextets of our assigned address as 0:1, we all end up in multicast group ff02::1:ff00:1 as our solicited node multicast (uses the last 6 hex digits in this format - ff02::1:ffxx:xxxx) So, your address 2001:504:27::e0f:0:1, ends with the last 6 digits 00:0001 and creating a solicited node multicast you listen on ff02::1:ff00:0001. I end up the same with our global unicast address 2001:504:27::1055:0:1. Poor numbering scheme results in everyone in the same multicast group. My link local address is fe80::21d:a2ff:fef2:a32a, so I also join group ff02::1:fff2:a32a, but I am the only member there as my link local is the only that ends in f2:a32a.
