Looking at my ARP table, I converted as many MAC addresses as possible back to IPs in the new block. Then I looked those up in the participants list. I've copied the direct email addresses. Hopefully that will get the relevant networks to remove the old addresses faster. If you look at the MICE traffic stats, pretty apparent spike of traffic on all ports at same time in same volume (ie: broadcast traffic/loop) Might also consider graphing PPS on all the ports.
