I see Charter is moving some traffic on the exchange, however they have not responded to my multiple emails to their peering address since it was first announced that they were connecting. Yep… This is not an uncommon attitude among some larger providers. It's actually rather interesting. So far, it has never worked out particularly well for any of the providers that have pursued this strategy. Consider, for example, SPRINT, or the financials of what is left of PSI. If it wasn't so detrimental to the internet as a whole, I'd channel Randy Bush and say "I encourage my competitors to continue to do this." Level3 generally doesn't peer at public exchanges, and especially in North America. Furthermore, most of us are not realistically peers if Level3. Most important as Steve alludes to they don't think it is in there business interest to peer with most of us. They think we should be their customers, and many of us are.
