I can confirm that from the "main switch", seemed like only peers on the CNS switch were affected.
Since there is a few new participants, I'll just re-paste this message below from last year here.
The key being, if you are using a a Layer2 device, check out the very well done AMS-IX config guide, and *please* follow all the steps or template config to ensure your device is acting properly.

Just saw another HE hiccup in the last 5 minutes, at about 9:20AM CST. My Hurricane ticket number is #2171568 if anyone is interested. I connect to them via two different consortiums so I'm not sure if that is why I haven't heard anything. Someone might have better luck if they have a direct relationship.

I poll my HE, and MICE interfaces at 30 second intervals, and do not see a drop to near 0 in either direction. Do you know of a specific network, and I can see if I my routers are prefering HE to get to it? I am guessing you are right that it may be quite aways upstream.

Has anyone noticed short traffic outages in the early morning in the past week or two? We are noticing this on two separate 10Gig connections at 511. BGP sessions appear to stay connected so we believe it's further upstream in the HE network.
