I don't think that is the whole issue. The traffic is down across almost all of the connections. Upgrading the cluster at the U would explain a drop in the gigapop traffic and the corresponding overall traffic drop. It doesn't explain the outbound drop (80%+ on some links) everywhere else. Yes, this does appear to have had some effect. As well, there appears to have been a networking problem with our cache fill transit provider that caused our servers to limit traffic sporadically as our providers network bounced in and out of a quality range (errs, drops, etc.). I am not positive it is completely fixed. Quick update. There is what appears to be a layer 1 network problem and our vendor is slow to respond. I am going to suspend this system entirely since the traffic is inconsistent.
