Level3 generally doesn't peer at public exchanges, and especially in North America. Furthermore, most of us are not realistically peers if Level3. Most important as Steve alludes to they don't think it is in there business interest to peer with most of us. They think we should be their customers, and many of us are. I asked them about this a year or two ago. They had no interest in peering with MICE at that time.
I would expect peering to be helpful to their CDN business, but I bet keeping the traffic on their transit business by not peering is more lucrative.
