As Frank suggests, if you're interested in their services you should just reach out to them directly and they can tell you what they can and will do for you given your network and usage numbers. In my experience so far Qwilt are decent folks: I am still working through their process to get a deployment for our network and they have been competent and reasonable to work with so far.
