Because they had a fiber cut. But they seem to be back up as of about 16:00, they look normal again, and seem to be announcing all their routes into the exchange again. I'm not sure what was going on with their port measurements though, it was probably a measurement glitch. Because, I don't think the exchange was actually sending 500Mb of real traffic at them when their link was down and there doesn't seem an inbound source of the traffic on any other port.
