Re: FW: Thursday Night Football from Amazon Prime Video - Network Questionnaire
by Justin Krejci Feb. 16, 2022

I believe it is just simpler for everyone involved when you are an NCTC member but I don't think it is a requirement necessarily. As Frank suggests, if you're interested in their services you should just reach out to them directly and they can tell you what they can and will do for you given your network and usage numbers. In my experience so far Qwilt are decent folks: I am still working through their process to get a deployment for our network and they have been competent and reasonable to work with so far. To contrast the email subject, because they are in the open caching market, they do not carry only Amazon content. ________________________________ From: MICE Discuss <MICE-DISCUSS(a)LISTS.IPHOUSE.NET> on behalf of Frank Bulk <fbulk(a)MYPREMIERONLINE.COM> Sent: Wednesday, February 16, 2022 12:09 PM To: MICE-DISCUSS(a)LISTS.IPHOUSE.NET Subject: Re: [MICE-DISCUSS] FW: Thursday Night Football from Amazon Prime Video - Network Questionnaire I don’t know if it’s exclusive to the NCTC or not – you could reach out to Qwilt and just ask them what options they have for you. We have peering active with Amazon at four IX locations (including MICE) and are trying to get some PNIs with them now too. https://aws.amazon.com/peering/locations/ This page lists Cologix Minneapolis as a site where interconnection can happen. FYI, inbound Google [15169] issues via MICE for AS3128 that started ~15:47 CST
by Michael Hare Dec. 10, 2021

Dec. 10, 2021

Hi everyone- FYI in case others are impacted. We had many reports inside AS3128 of problems with Google services [AS15169] beginning around 15:47 CST. I won't bore folks with all details but in short, we observed what looked like a hashing issue. For example, our ip w.x.y.z could ping 8.8.8.8, but not w.x.y.z+1. I was able to reproduce easily myself with 8.8.4.4. Our primary outbound path to 8.8.4.0/24 was MICE. Swinging our outbound path didn't fix anything, but I was able to work around our issues at ~17:38CST by sending 0:15169 to the MICE RR. The relief was basically immediate, so the problem appears to have been inbound from Google via MICE. Hard to say where the issue is/was. I am on a remote switch, but no other issues with other MICE ASN were reported inside AS3128, FWIW. I would be interested to hear if anyone else had/has a problem or if anyone has a suggestion on how to make positive contact with Google on this as we are not direct GGC or direct PNI users. For example, is peering(a)google.com my best/only bet? I know some have suggested IRC in the past, I do not run in those circles but I guess I will learn to if that's my only real option. Thanks- -Michael

IPv4 /24 expansion & renumbering
by Jonathan Stewart Nov. 5, 2021

Nov. 5, 2021

Hello MICE fellows, I'm not sure how much of 206.108.255.0/24 is assigned, but my assumption is more than 50%. PeeringDB reports 120 peers with 136 "connections", so that sounds like more than 50% of the /24 is assigned. With recent growth in number of active routers at MICE, and the pain of renumbering, it seems prudent to think about expanding to a /23. I'm sure I'm not the first to think about this, but I haven't heard any of the discussion others have likely had. Unfortunately (predictably) it looks like 206.108.254.0/24 is in use, so we don't have that option to expand by adding a /24 to our existing /24 to make a /23. Have we taken steps, had thoughts, or requested additional space from ARIN as a micro-allocation? Re: Quorum
by Kittel, Brady Sept. 21, 2021

Sept. 21, 2021

We (HCMC/HHS) support this as well with one suggestion/comment: Can we maintain a higher quorum requirement for specific actions that pertain to changing the makeup of the actual board or how it votes outside of an election if that isn't already in place? I'd hate to see the low member quorum be used against the MICE by a handful of orgs for the purposes of changing the nature of MICE. I don't have any concerns about that right now, but I've seen it happen in other non-profit orgs where a handful of members essentially took over the non-profit for their own commercial/personal benefit. ---- Brady Kittel Systems Architect - Server Team Hennepin County Medical Center 612-873-2150 Brady.Kittel(a)hcmed.org On Tue, Sep 21, 2021 at 12:00 AM Frank Bulk <fbulk(a)mypremieronline.com> wrote: I support as well, for all the reasons others have mentioned. If we get to the point where we are in another lockdown, or where people don't want to travel, we will need this in force as well. All meetings will continue to be announced, but the board should not have to try to call people as the meeting starts to try to make sure the meeting will count (this has happened before). Reid On Mon, Sep 20, 2021 at 10:48 AM Jonathan Stewart <jonathan(a)les.net<mailto:jonathan@les.net>> wrote: On Mon., 2021-09-20 12:13 a.m., Richard Laager wrote: I propose that section 1.11 of the bylaws be amended to read as follows: Members representing ten percent (10%) of the voting power of the membership interests entitled to vote at a meeting of the members, or at least ten (10) members, whichever is less, are a quorum for the transaction of business. I support Richard's proposal. Not having quorum is a real governance problem, and if faced, it's a problem that the board and assembled members at the AGM would not be able to resolve. The only option would be to call a new meeting and hope for more attendees. 10 members seems sufficient to ensure there's reasonable oversight of business. And as Dean Bahls pointed out, nothing about this change would limit the ability of any member to participate. Thanks to Richard for the proposal. Quorum
by Richard Laager Sept. 21, 2021

Sept. 21, 2021

We've had the topic of quorum on the agenda a few times. At the last meeting, I said I thought our annual meeting would be a good time to take that up officially. I said I'd send a proposal to the list. To recap the concern: Our bylaws currently set the quorum at 10%. As we add members (which is great!), the required quorum increases proportionally. However, it seems we have approximately the same core group interested in governance. If we grow much more, we may be unable to meet the quorum requirement. We have already had a couple meetings where we had to wait for people to show up, or contact people to encourage them to join the call. The attendance numbers going back to the end of 2017 are: 11, 11, 10, 9*, 12, 12, 11, 16*, 11, 16, 15*, 15, 15 * Regular annual meeting with election. The current Bylaws and the Attendance information can be found at: http://micemn.net/resources.html <http://micemn.net/resources.html> As of the last meeting, our voting membership was 118, which puts quorum at 12 members. (Also, I understand that a merger has happened which would reduce most, if not all, of the previous attendance numbers by 1.) Counterargument: We haven't actually completely failed quorum yet. Counter-counter-argument: It's been close, and if it happens, then without a quorum, we can't fix the issue. We previously discussed the idea of setting a cap on the quorum. That is, it would be 10% or X, whichever is lower. This is consistent with other provisions in the bylaws (e.g. 3% or 50 members, whichever is less, can call a meeting if no meeting has occurred in 15 months). This seems like a great solution to me. I think 10 would be a good number. I propose that section 1.11 of the bylaws be amended to read as follows: Members representing ten percent (10%) of the voting power of the membership interests entitled to vote at a meeting of the members_, or at least ten (10) members, whichever is less,_ are a quorum for the transaction of business. Thoughts? -- Richard
